Amidar was the first government institute created in 1948 in order to manage the whole housing situation. they dealt with everything, from settling the newcomers in the abandoned arab houses, to building, populating and maintaining new houses. with the creation of "Agaf Shikun" (the housing department of the ministry of labour) in 1949, Amidar's main functions were reduced to management of state housing properties alone' no longer building or development.
I'm pretty sure Amidar were also the folks who built the first wave of post-Ma'abarah houses in Rosh Ha'ayin.
